If you were born anywhere else in greece, you are a women, or if you are a slave you can not be considered a citizen. Cleisthenes was very rich, a part of the elite members of Athens. He saw the value of tapping into the talents, intelligence, and energies of the non-aristocrats.
Hippias was a tyrant who ruled from 527 to 510 BCE. But while he was in rule his brother was murdered and his rule became harsh. Eventually he was kicked out of athens. After he was kicked out he began working with the Persian king Darius I, helping them invade Marathon.
Solon was also a tyrant. When Solon came into power he began to make some changes Such as he outlawed debt slavery, all Athenian citizens can speak at the assembly, and any citizen can press charges against wrongdoers.
